Members Present: Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard
Others Present: Matt Cole, Jim Plunkett, John Freeman, Chief Clarke, Lucille Noel, Ann Davis, and other members of the public.
Call to Order: Mr. Paveglio called the meeting to order at 6:30pm
Appointments:
Brenda Roukey – Hutchinson Road
Ms. Roukey stated that she really wanted to meet people in the Town and understand what is going on. I want to understand why Hutchinson Road is not paved yet. I would also like to know with regards to the roads what materials are being used with regards to maintenance. It seems like we are throwing dollars out the window. I am just here to try to understand it. I want to be proactive. Hutchinson Road in not in great shape in my opinion.
Mr. Paveglio stated that I am also on RAC and Hutchinson Road is not on the schedule to be paved. We do have a budget for Road Maintenance. A few years ago we had an analysis done and it showed that it is less of an impact budget wise to maintain gravel roads than paved roads. At this time it is also not on the schedule due to the fact that we are so far behind on the paved road maintenance and reconstruction. The best time to be here is during the budget season. So you are moving in the right direction.
Mr. DeBold stated that I just want to add that the charge of the RAC is not to be creating new paved roads; it is to maintain the existing paved roads. This could be an item for the CIP.
Ms. Roukey stated that what is CIP and would this assist in getting Hutchinson Road paved?
Mr. DeBold stated that in previous years there have been warrant articles placed on the warrant to change a gravel road to a paved road. These items are usually brought as a separate warrant article. I suspect that is something that the town will need to do with this roadway. This could also be a petition warrant article.
Mr. Brehm stated that I agree that this will most likely have to be a warrant article. With the latest numbers of 700 cars on this road there is a tremendous safety hazard.
Jim Plunkett stated that the count is roughly 650-700 cars. The warrant article from 2004 was for paving. The upgrading was done and culverts were put in but the year after these items were completed the warrant article failed and the road was not paved.
Mr. DeBold stated that I specifically went out and drove Hutchinson Road today. The first section looks good and seems as if it could be paved. The end part looks like it may need more work. But my suggestion would be a warrant article it could be a two year project.
Mr. Brehm stated that this a safety concern. Even after grading within days we get the pot holes back.
Ms. Roukey stated that King Road and Canterbury Road has just been posted as “No Thru Trucking” is this something I should be pursuing for Hutchinson Road as well? What would it take to get Hutchinson Road considered for that?
Mr. Paveglio stated that a petition was brought before us regarding the “NO Thru Trucking” for those roadways. The petition would have to contain names, addresses, and signatures of registered voters. Once the petition is received the Board would then consider your request.
Ms. Roukey asked how she could get her questions answered regarding the budget.
Mr. DeBold stated that the Road Agent could probably answer those questions.
Ms. Roukey asked how to go about the getting a warrant article?
Matt Cole stated that the next few years with regards to the CIP requests are huge so the sooner they could get the request in the better.
Mr. Paveglio stated that there can be a petition warrant article or the Board could put it on the warrant as well.
Mr. DeBold stated that you mentioned roughly $300,000 in CIP does that include the roads
Matt Cole stated that does not include the roads.
Jim Plunkett stated shimming the road will extend the life of the road for at least 5 years.
Mr. Brehm stated that paving that hill did a lot to improve the safety of the roadway.
Fire Department – Matt Cole stated that we have met with the grant writer and she thinks that we are in good shape for submittal of our two grants. We are requesting a ventilation system and the breathing apparatus (SCBA). The kitchen has also been completed.
Highway Department – Jim Plunkett stated that the salt for the winter has been ordered. Currently I am grading some roads while we are waiting for the roads to be shimmed. Roadside mowing has started.
Mr. Paveglio stated that the roadside mowers are doing a fantastic job.
Police Department – Chief Clarke stated that I don’t have much. Clean Harbors will be coming on Thursday morning to clean the drains. The signs located on King Road are tough for the trucks to see since the town was able to put a sign in Loudon.
Library – Lucille Noel stated that they have the next to last book sale on Saturday with a lot of programs continuing. Jim Barns is coming on the 24th. We have a Christmas Program also returning. We are still working on our strategic plans. Shirley Waters Estate is still waiting for the sale of the property on route 4. Finally we are working on the budget as well.
Building Inspector –John Freeman stated that 12 permit applications have been issued and 3 were for new houses.
General Business/Board Discussion:
Supervisors of the Checklist
Donna Chagnon stated that we wanted to speak with you as Nate Cyr the Town Moderator did resign. We reached out to Doug Hall who is the assistant moderator. A letter will appear in the Suncook Sun tomorrow. The feeling was that someone may contact you regarding the open position and the Supervisors wanted you to be aware of what was happening.
Cori Casey – Deer Run Road
Cori Casey stated that I am one of the new houses. The selectmen had requested that I out a turnaround in as my house is located on the far end of Deer Run Road. This is just before you take the turn. I am looking for permission to create a suitable turn around for the trucks. There is a piece of property adjacent to mine but I am not sure who owns it. I would like to put the turnaround on that property. I am looking to go beyond the right of way by 35 feet with a width of 22 feet. The area is currently cleared out and it is basically vacant land. There is an 11% grade on my property and the survey company stated that it would not be suitable for a turn around. We are at the point where we are limited as to where to put this turn around.
Mr. Paveglio stated that we cannot give permission on land that we do not own.
Cori Casey stated that I want to upgrade the road as I stated I would but I am struggling as to where to put the turn around.
Mr. DeBold stated is there another option?
Mr. Plunkett stated yes we could turn around in his drive way. You need to remember backing a fire truck up that grade is not suitable.
Mr. Paveglio stated that I am very concerned about the Fire Department being able to turn around in the driveway but the ultimate item is finding out who owns the land and then move forward from there.
